Why Pigeon?

Pigeon Consulting was founded by Tamara Halvorsen and Laurel Fritz with the mission of helping historic building owners, public sector staff, non-profit organization and their project partners proactively and strategically engage in the historic preservation regulatory process.

Like the bird that is our namesake, we are clever problem-solvers who love cities and buildings! We take a people-focused approach to historic preservation to ensure that our clients and their project partners have a clear understanding of the historic preservation and cultural resource management regulatory processes and know how to effectively use their preservation tools to provide meaningful impact.

our founders

Pigeon Consulting is a full service cultural resource management and historic preservation regulatory consulting firm. Pigeon was founded by Laurel Fritz and Tamara Halvorsen.

Tamara Halvorsen

Tamara is a recognized leader in Section 106 consultation. She holds a BA in History and English Literature from St. Catherine University in Saint Paul and a MS in Heritage Preservation and Conservation from the University of Minnesota.  Tamara meets the Secretary of the Interior’s Professional Qualification Standards in Architectural History and History and specializes in leading complex tax credit and regulatory projects. Tamara also teaches at the University of Minnesota College of Design

Laurel Fritz

Laurel is an award-winning historian who holds a BA in Studio Art and Religion from St. Olaf College in Northfield. She studied Heritage Preservation and Conservation at the University of Minnesota. In her ten years in the field, Laurel has completed dozens of historic resource surveys and evaluations and authored several historic contexts.  Laurel meets the Secretary of the Interior’s Professional Qualification Standards in Architectural History and specializes in evaluating religious buildings, suburban development, and modern architecture.
